Accessibility Statement

The Climate Change Service of the Federal Public Service (FPS) Health, Food Chain Safety and Environment is committed to making this website accessible, in accordance with the law of 19 July 2018 on the accessibility of websites and mobile applications of public sector bodies.

This accessibility statement applies to https://www.nationalenergyclimateplan.be/.

This statement is based on an audit conducted by FPS BOSA using the BOSA Accessibility Auditing Tool.

The method used to evaluate accessibility consisted of an automated audit, supplemented by manual tests on critical elements.

The statement was created on 21 May 2024 and last updated on 5 December 2024.

Level of Compliance

This website is partially compliant. Non-compliances and exemptions have been identified, as described below.

Preparation of the Accessibility Statement

An external accessibility audit was carried out. This audit consisted of a simplified analysis. The report can be consulted on this page (Dutch / French).

Non-Accessible Content

Some parts of the website are not accessible for the following reasons:

Criterion 1.4.3 – Insufficient Contrast

  • Some pages contain elements with insufficient contrast between the text and the background.

  • Reason: The current colours of texts and buttons do not meet the minimum contrast ratio requirement (4.5:1 for standard text).

Criterion 2.4.2 – Missing or Inadequate Page Titles

  • Some pages lack clear or descriptive titles.

  • Reason: The page titles do not follow recommended accessibility practices, which can make navigation more difficult for users.

Criterion 3.1.1 – Language of the Page

  • The language attribute is not correctly defined on some pages.

  • Reason: The "lang" attribute in the HTML element is either missing or incorrectly set, which prevents assistive technologies from determining the main language.

Criterion 3.2.2 – Missing Submit Button ("On Input")

  • Some forms do not have a clear button to validate an action.

  • Reason: Input fields in forms lack a clear or identifiable "submit" button.

Criterion 4.1.2 – Name, Role, Value

  • Some interactive elements (such as forms and links) do not correctly define their roles or accessible names.

  • Reason: Required attributes (e.g., aria-label, title, or alt) are missing or incorrectly configured, making these elements difficult for assistive technologies to interpret.

Proposed Alternatives

Currently, no specific alternatives are available for the above-mentioned non-accessible content. However, we are actively working with our web development partner to resolve these issues and improve the accessibility of our website.

Improvement Plan

We will attempt to address some of the identified issues, starting with the simplest ones. The following priority actions are being considered:

Improving the contrast of texts and buttons (Criterion 1.4.3)

The colours of texts and buttons will be adjusted to meet the required contrast standards.

Correcting page titles (Criterion 2.4.2)

Clear and descriptive titles will be added to all pages to facilitate navigation.

Properly defining the language of the page (Criterion 3.1.1)

The "lang" attribute will be correctly configured in the HTML element of each page to indicate the primary language.

Adding explicit submit buttons (Criterion 3.2.2)

Forms will have clear and identifiable "submit" buttons.

Improving attributes for interactive elements (Criterion 4.1.2)

Attributes such as "aria-label", "title", or "alt" will be added or corrected to make interactive elements more accessible.
